Check the Rules Before You Check the Returns
Short-term rentals in Arizona sit under a mix of state law, city ordinance and private restrictions, and the three do not always point the same way. A projection built before those are confirmed is worth very little.
City registration and licensing
Scottsdale operates a short-term rental licensing regime with registration, notification and safety requirements, and it has been tightened more than once in recent years. Other Valley cities take different approaches. Confirm the current position with the city for the specific address, not from a forum post.
State transaction privilege tax
Short-term lettings are taxable in Arizona and the obligations sit with the operator. Get this set up before the first booking, not after the first filing deadline.
HOA rules, which override your plans
This is where most Scottsdale short-term rental plans actually die. Many communities — particularly the guard-gated ones — impose minimum lease terms of thirty days, six months, or ban short lets outright. The CC&Rs are enforceable regardless of what the city permits, and they are the first document I read.
Insurance and financing
A standard homeowner policy generally does not cover commercial short-term letting, and some lenders treat a declared short-term rental differently at underwriting. Both are solvable, but not retrospectively.
